Yvonne Mosquito appointed Acting Commissioner

At this afternoon's West Midlands Police and Crime Panel meeting (14 July 2014), Yvonne Mosquito was appointed Acting Police and Crime Commissioner.  Yvonne will remain in this role the elected Police and Crime Commissioner takes office.


Yvonne Mosquito served as West Midlands Deputy Police and Crime Commissioner to West Midlands Police and Crime Commissioner Bob Jones from 22 November 2012.  Bob Jones passed away on 1 July 2014.

The Police and Crime Panel is a statutory body made up of councillors and independent members, and has a legal duty to appoint an Acting Police and Crime Commissioner when a vacancy occurs.  The Acting Police and Crime Commissioner must be appointed from among the Police and Crime Commissioner's staff.  The post of Deputy Police and Crime Commissioner, which Yvonne previously held, is classed in law as a member of the Commissioner's staff. An Acting Police and Crime Commissioner has all the powers of a Police and Crime Commissioner, with the exception that they cannot vary the Police and Crime Plan.

The West Midlands Police and Crime Commissioner elections will take place on Thursday 21 August 2014.

Short biography of Yvonne Mosquito 

Yvonne was elected as a councillor to Birmingham City Council in 1996 and has served as Executive Member of the Birmingham City Council Cabinet, Chair of the Labour Group and Deputy Chief Whip

Yvonne has chaired several committees including:  Birmingham City Council's People & Organisation Committee, the West Midlands Immigration Strategic Board, the Social Cultural & Health Board and the Birmingham Housing Benefit Review Board.

She has chaired local ward committees including Ladywood, Nechells and Sparkbrook districts, and has been Health Authority Representative on the Perry Barr Primary Care Group

Yvonne was formerly Vice Chair of West Midlands Police Authority, where she served on several committees, including as Chair of the Personnel Committee and Vice Chair of the Equalities Committee.  Yvonne also represented West Midlands Police Authority at the national Association of Police Authorities

Her other previous experience includes serving as Chief Executive to ACTIVE, Chief Executive Action Trust and Legacy Publications Producer and Publisher of educational material.  She has served as: Crisis Intervention Manager for Community Advocacy Support & Advice Organisation; Common Purpose Graduate, Director Birmingham Education and Training Academy and Chair of the Service Providers Network, Chair of the Council of Black Led Churches (112 Churches), advisor on the Interfaith Religious Board, Chair of the Birmingham Women's Enterprise Development Agency and co-coordinator of two Supplementary School projects  Additional experience has included serving as: Commissioner of the Legal Services Commission and representative for Initiatives of Change which is a world-wide organisation promoting respect and peace.
