Reason for Authority (Brief Summary for Publication)
  At 1800 hours on Saturday 5th October 2019 the Radio 1Xtra Live Event is being held at the Arena Birmingham. This event will host some of the hottest acts from across the black British and Global music scenes. Latest information is that 14,000 tickets have been sold. The Live Event at commences at 1800 hours and finishes at approximately 2300 hours. Intelligence would suggest that there are artists scheduled to perform at the event that have links to gangs and armed criminality. Because of this event there are supplementary events happening at nightlife venues within Birmingham City Centre. It is a reputable hypothesis that because of this event there will be an increased footfall at other venues throughout the City. Information suggests that members of local rival criminal gangs will also be attracted to this event; and that there is tension between such groups due to a recent incident of knife related violence. West Midlands Police is committed to reducing serious violence in public spaces with a focus on reducing knife crime among young people. The application for extended search powers is in line with the principles of Project Guardian. There has been uplift in police resources and security within the City Centre and at the venue to help control any issues that may arise.
