West Midlands Police (WMP) has around 100 commercial premises, from the newest station to small sector locations. Many of the buildings are wholly owned by the Police and Crime Commissioner (PCC), Simon Foster, while others are leased from third parties on short or long lease terms.
Estates Strategy
Following a period of consultation with the PCC, who is legally responsible for the police estate, the Estates Strategy (‘the Strategy’) was tabled for discussion by the Chief Constable, Craig Guildford, at the Strategic Police and Crime Board on 23rd October 2023.
The Strategy is based on the independent and impartial, operational policing judgment, of the Chief Constable, as to what he requires to provide an effective and efficient police force in the West Midlands. Following the presentation and public scrutiny, the Strategy proposed by the Chief Constable was adopted by the PCC.
The Strategy will achieve capital receipts of circa £65m from the proposed site disposal programme, and the elimination of backlog maintenance exposure at those sites of circa £19m.
Due to a revised approach to a number of schemes, the Strategy reduces the level of capital investment by circa £90m, to circa £46m supported by £13m of one-off revenue costs.
The planned enhancements at the remaining WMP sites, will also address their backlog maintenance issues, currently estimated to be circa £3m. In addition, there will be an ongoing reduction to revenue expenditure of £6m, that is as a result of lower running costs for the estate, coupled with reduced borrowing to fund the programme.
